Erected July, 2003. One of the heroes from the end of the Edo period to the Meiji Restoration. Kaishu Katsu was born in Ryogoku, a local figure for Sumida Ward, and there seems to have been a house where he lived for a time.

It was here that he and Saigo Takamori negotiated the bloodless opening of the Edo Castle during the Meiji Restoration.

It is dressed with his right hand thrust forward, capturing the moment when he envisioned a new Japan, facing the sea, and about to set his sights on the United States.
